English learning as second language.

What should be the approach of teaching ESL? Should it start with LS OR WR?

I 'm a learner from Burkina Faso Ouest African country where English is a foreign language.
I would say there is choice to learn a language without listen skill. What will you write down? It is obviously what you hear and listnen. If I have to rang language skills we would have listen first speaking , reading and the last one is writing.
