This is a gentle way of gloating. It is rarely used unkindly but more in jest.

Example 1: Suppose you happened to be seated next to a famous pop star on an aeroplane and your friend was crazy about that star. When describing the incident you could say "I say next to 'name' on a plane, now eat your heart out"

Example 2: "I'm going to tell you something that will make you eat your heart out" and then describe an incident that your friend will be envious of.
