Dear ALan,

1)What we had decided was not to hire that person.

Is it Correct?

You must write: What we decided is don't hire that person.

It is correct English if you want to make the sentence a statement.

i think your statement is correct because the negative form of ( to hire) is (not to hire)and the phrase (what we decided ) means ( our decision).
