Meaning of this.
" Small-scale fraud offences ". what is it mean. It has too much meaning when i try to translate it. Please help me. Thanks very much.

Not a large crime.
Maybe the person is a spammer or used someone's credit card number, or they stole less than $1000 from their employer. These are small crimes that don't hurt many people or it's not serious enough to spend a lot of time in jail.
