is this sentence correct
This appears to be an ongoing and frustrating case that does not seem to lend itself to an early conclusion. (I don't understand why the writer uses the word "lend" here)

The sentence is correct.
"To lend itself to" is a figure of speech that basically means "to be suitable for" or "to be easily adapted to".
