"Commision on Structuring Organisation on treadway",
i need explanation to understand those words . .

It always helps to have context (ie, exactly where do these come from).

"Commision on Structuring Organisation on treadway"

This doesn't seem to be correct English. "Treadway" may mean something like footpath.

"Pitchmaker" could mean a person or machine that makes pitch, which is a kind of tar used in making roads, footpaths etc.
