Present Perfect Simple-Unspecific and specific time

Present Perfect Simple-Unspecific and specific time

Hello,
I have encountered a problem with "specific and unspecific time" regarding Present Perfect Simple and would be very glad, if somebody could help me please.

My problem is:
"In the last year" = unspecific time, requires Present Perfect
"Last year" = specific time, therefore Simple Past
the same goes for:
"In the last month"
"Last month"
So far so good :)
But how about:
"In the last week"
"Last week"
and
"In the morning"
"This Morning"
?
Does the rule applies for week/morning in the same way?

I've got up early this morning. (If it is still the morning, AM)
I got up early this morning.(If it is not the morning anymore but the afternoon, PM)
I'll get up early in the morning (the next morning)

In the year 1999 John visited many nice places.
