Another alternative in the form of a question would be:

I can’t figure it out. Why didn’t you tell me?

No, the correct option for this single sentence pattern is as rowenalee says:
I can't figure out why you didn't tell me.

I can't understand why she came.
I can't understand why she didn't come.
I can't make out why you can't accept that.
