Are these sentences correct?
1. His hair needs cutting.
2. His hair needs to cut.
3. His hair needs to be cut.

The correct way to say this would be: “His hair needs cutting” or “His hair needs to be cut”. You could also say, “He needs a haircut”.

I agree with ETutor that #2 isn't correct. The other 2 are OK but it also depends a little on the region. I'm from the south eastern United States, and I'd probably say #3.
I've even heard that in British English, it's said as "His hair needs cut" although that sounds totally wrong to me.

"His hair needs a cut" would be quite ok in BrE :)))
