what does "to no success" mean?

hello everyone here,
COuld anyone explain to me the phrase" to no success" mean?

I read this in a Toeic Article .It says," ..... to no success."

It means that you attempted something, but you failed at acheiving it.

Thanks forthe post but it doesnt seem right to this sentence " The advertising division had been working hard to come up with a brilliant idea for ensuring the product's long-term marketability to no success."'
another sentence that does not make clear sense to me is " The real estate agent was actively recruiting new tennants for the newly built office building to no success."
please elaborate more on this and any other idea is welcomed too.

The previous answer was correct. In this context, the division attempted to find an idea but did not succeed.

Again, in the context, the agent attempted to recruit new tenants, but did not succeed no matter how hard he tried.
