help : I can't understand the sentence

There is a sentence in an article in Advanced Studio Classroom that I can't understand , will anyone be kind to help me?

Independent producers typically sell rights to their movies a foreign territory at a time.

Q: should we say Independent producers typically sell rights to their movies to a foreign territory at a time. There seems missing sth in the first sentence, am I right?

The basic structure is:

Producers sell things one country at a time.

So they don't sell worldwide to start with. They sell to one foreign territory, then to another, and then to another.

There is nothing missing but personally I feel the following would be more readily understood:

Independent producers typically sell rights to their movies one foreign territory at a time.
