Use would or will?

Use would or will?

Should I be using will or would for ongoing present in the following: "People would be more happy living there" or "People will be more happy living there"? I'm thinking that "would" will be expressing my opinion only and not expressing something factual. And by using "will" it will be expressing something certain and as a fact. I need some clarification about this.

You are right in your assumption.

'would' is a conditional word. This means that either you or anyone who uses it is speculatiing about something.
