The recording started and ended in the middle of a sentence, so it's quite hard to know what exactly it means, but this is what I heard:
"...is we'll call on you during class - it's not a penalty, it's, uh, we would generally call on the people who are sleeping, to make sure that they stay awake. Or the people who are playing games on their phones, or their iPads, or whatever else. So it's our way of making sure that everyone's kinda (kind of) paying attention to us. So that's why I'm asking you to, er, make your [something I didn't hear because of background noise]. Now, I heard, as part of the introduction..."
(Also, a little correction to your title: it should be "What did the man say in the video?" or "What is the man saying in the video?")
