In my case, the chance to write is only here and to speak is
only in the English conversation school I go there every Monday after work.
How about your country?
Do you have any chance to use your English outside school?
i'm not sure if i can name russia among 'asia', where your thread is located, but still...
i also take classes but twice a week! and it's not enough! really! I practise writing english everyday, here and msn communication!
Comprehension may be improved by watching movies and listening to the radio, though broadcasting here is not enough , i have only 'the voice of america', and even i can listen to it very few time... other radiostations are unavailable in my particular location... poor me!
the most terrible is speaking! I agree with you only during my studies... but sometimes i can be caught red-handed with speaking out loud alone with myself...

also writing long-letters and some compositions form the foundation for your speaking skills. Some good frazes... I like doing it!
then books!
But going back to my country, well moscow is a capital and business centre and it's quite common that there people speaking not only english, but without knowing them it's impossible to start a conversation, so... my answer will be NO! For a student it's impossible! i hope it will turn to the best when i start working (it could be some foreign company... - tora's pink dreams...)
best wishes!
