English as a foreign language courses in UK

I am thinking about sending my 19th years old son to attend a summer English course for foreign people. Could you give me any help finding the best school/university which offer this kind of courses? He will flight to London but I would prefer somewhere in the countryside or in a little town close to London.
He would need to stay in a family house programme.

I think manchester is a good decision for you. Because Manchester is cheapper than london and other cities in the uk. Transportation is very big,cheap and fastly. I suggest Manchester to you persistencely. Manchester has got a lot of historical places. Has got Old trafford you know it. I think you should see there. And i can suggest New College Manchester as a language school. NCM is Accredited by British Council.
