What does this mean?

Dear teacher,

The day, loosely organized by an anarchist collective called the A31 Action Coalition, began slowly, with highly anticipated events proving less than fractious. Indeed, the cat-and-mouse between the protesters and police started early in the morning.

Q : What does the bold phrase mean? Does it mean that "The events were anticipated that those cause serious problems But It was less than expected." or "The events were anticipated that it is less fractious" ?

It simply means 'and highly anticipated events turned out not to be very troublesome'.
