Please explain the meaning of the following sentence:
Beautiful women are attracted to handsome men.
It means
1)Beautiful women attract handsome men.
OR
2)Handsome men attract beautiful women.
Is there any difference in its meaning if I change the preposition ' to' into the preposition 'by'?
