Three men dead, seven more in the hospital and pretty near fifty-five men locked up in less than two hours since the ~ battle in the alley.

Should it be 'Three men are dead'?

It's a colloquial sentence-type in which the verb (are) has been ellipted to create a more dramatic effort.
