beyond

Please explain the meaning of the following phrase:
By the year 2000 and beyond.
Does it mean "by the year 2000 and the years later"?
If so, Can I use "further on" instead of "beyond"?

'By the year two thousand and beyond' is unidiomatic. 'By time X' means 'at time X at the latest' and it is thus verging on contradictory to add 'and beyond' (or any equivalent phrase)!
