Justice Antonin Scalia countered: "If all this is so clear, why can't the legislature take it into account? All you have to do is bring these facts to the attention of the legislature."

Q : The bold sentence is odd to me. I think "All you have to do is to bring these" or "All you have to do is bringing these..." is right sentence. What do you think?

It's actually quite natural to use an infinitive without 'to' in this type of construction. 'Bringing' is not possible here.
