A meaning of a sentence.

Dear teacher,

Applied Digital has been free to sell VeriChip in the United States for non-medical applications but lack of acceptance of the technology made F.D.A. approval for medical uses a high priority.


Q : I think the bold sentence means "To gain acceptance of the technology, it need to be approved by F.D.A." doesn't it?
