Ground zero

Dear teacher,

"the firm that is now overseeing the Freedom Tower at ground zero."


Q: What does "ground zero" mean? A dictionary says it is the point on the surface of the Earth directly above or below where a nuclear explosion has happened OR a place at the center of changes that are happening fast or violently. But Both meanings are not suitable for the meaning of the sentence.

It is used metaphorically to refer to the site of the September 11th terrorist attack on the Twin Towers in New York.
