Dear teacher,

It was the second videotaped beheading of an American in Iraq to be claimed by One God and Jihad, the group led by the Jordanian militant Abu Musab al-Zarqawi. The first video, released in May, showed the death of Nicholas Berg, an American businessman.

Q : What is the function of the phrase? What does it modify?

It is an adnominal infinitive phrase modifying NP 'the second videotaped beheading' (i.e. for which that group of terrorists had claimed reponsibility).
