A coordinate conjunction.

Dear teacher,

"As long as Mao is capable of political command, China's situation will probably be tense and inherently unstable," it said; a "disorderly and contentious" struggle would follow, and eventually a move away from "discredited" policies to "secure modest economic growth."

Q : The bold part is composed of a structure " sentence + ,and + phrase". I was learned that there should be a same structure in both side of a coordinate conjunction "and". What do you think?

No, the sentence is perfectly well structured. Note that 'would follow' is implied also after 'a move away...'.
