Sir,

Do all the verbs have "ing" forms?

Do all the "verb-ing form" be used as gerund?

All complete (i.e. non-defective) verbs have -ing forms. Any verbal -ing form may function as a gerund.

Sir,

As you say that all complete verbs have "ing" form.
Here what do you mean by "complete verb"?
Also , as you say that it "may" funtion as gerund.

IS there any doubt?

I have one doubt.
The verb "forget" ahs ing form i.e "forgetting". Can "forgetting" be used as gerund(Noun).

I'll put it more simply for you: any verb with an infinitive (except 'beware') has an -ing form and any -ing form can function as a gerund.

No, there is no doubt!
