Use of the word "engage"

Our goal is to engage 20% of participants to achieve a total of 480 minutes (40 minutes per week for 12 weeks) of strength training upon completion of the challenge.
My question is whether "engage" can be used with "to achieve." It sounds awkward to me. Thank you for your help/
