verb + to-infinitive

HI

I need some help with clarifying how the to-infinitive fits into the below sentence:

I decided to go home as soon as possible.

My question is does it form part of the verb element togther with the verb 'decided'?

It's really a question of analytical viewpoint.

Taking the term 'verb phrase' in its widest sense, everything that follows its head - the finite verb 'decided' - constituting its complementation, is technically a dependent part of that VP and therefore, in a sense, a part of it.
