A= she asked me if she had to wear shoes.
why will is ignored here?

he asked me if Mandy would have lunch with Sue.
but here changed.

There is no good reason to ignore 'will' here.

She asked me if she WOULD have to wear shoes.

would be perfectly correct/appropriate.
