I want you to know, Is there any difference in meaning between these of sentences.
"To go to the cinema is my habit"
"Going to go to the cinema is my habit."
According to what ,Should I use verb+ing or to+verb in the beginning of a sentence?

Here - and normally - the subject will be a gerund.

An infinitive tends to occur only as the subject of a conditional 'would', to denote something hypothetical, e.g.

To win a Nobel Prize would be the most wonderful thing in the world.

(= If I won,...)
