Complement describing the verb or the object

Dear Alan

'He can supply books to you but restricted to only 10 per month.'

Is the above sentence grammatically correct? If correct, please tell me if the phrase 'but restricted to only 10 per month' describes the verb or the object. If not, please tell how to write this sentence correctly.

Not strictly correct - most probably 'telegraphic' English (i.e. abbreviated for convenience).

Written in full, it would read: 'He can supply books to you but THESE/THEY ARE restricted to only 10 per month.'
