apply for vs apply to

I was reading some posts on Google web where I saw someone say "I am applying to PHD programs at several universities"<BR>

I have searched for the difference between apply for and apply to, but I can't understand it. <br>

He is currently applying for MPhil programs at several universities.<br>
He is currently applying to MPhil programs at several universities.<br>
He is currently applying to a BSc course at several universities.<br>
He is currently applying for BSc course at several universities.<br>

Normally, we apply TO a place and FOR a course.
