be suggested to do/doing
It is understood that the verb "suggest" should be followed by -ing form instead of "to do something". Does this rule still apply to passive voice?

Yes. For example
Someone suggested going to the park.
could theoretically be passivized to
Going to the park was suggested.
However, in practice, this is fairly rare.
