all the things you mentioned are great, really, but how many times people have misunderstood each other,

how many times nothing has happened, when it could have happened, just because people are too afraid of saying the one phrase which really matters "I love you"!!!

What do you mean "nothing happened"? Do you mean about sex?

Yes the only way to say something is saying it, but he only way to let the other person understand that you love him/her is with your behaviour.

If you meant about sex, yes, the phrase that really matters is "I love you" and then enjoy
