If I'm a very poor guy and don't have a warm home, then I would rather kill somebody in order to have a safe cell in the jail then sleeping outside cold and unsafe.

The question isn't : What is cheapest? to kill or to jail all a life. I think that you are an human being with a sensibility and a mind, isn't it? Do you pay taxes a lot?
