cover = insurance cover (you are "covered" in the event of accident etc)

boiler = heater to make hot water (for example for central heating in a house)

boiler cover = insurance for your heater, so if your [gas] heater blows up or explodes you or someone will receive compensation or money to pay for the repairs, your hospital fee or your funeral :twisted:
