What is the proper punctuation for the highlighted area?

Comma or no comma after 1981 for the following:

When my maternal grandparents first moved from Ottawa to Fort Lauderdale in the summer of 1981 they rented an apartment in one of the twenty buildings that made up the gated complex of the Bay Colony Club on Bayview Drive.

The second one. It is more grammatically correct.

Capitalization or no capitalization, commas or no commas, quotation marks or no quotation marks (is it necessary?), italic letters or no italic letters, "was" or "is" in the following, which one is correct?:

The school was three-stories high and situated at the top of a ridge called Ridgemont, and those were the reasons why the trustees at the time agreed to name the school, Alta Vista, which is/was Italian for "high view."

Does high view have to be in quotation marks? Does it have to be in italic?
