creating words meaning people

Dear Alan,

Is there any rule whether should I add "er" (waiter), "or" (actor), "ar" (liar) to create a noun meaning people? (which should I use?)

No rule, I'm afraid. The vast majority of such words, though, do end in -er, if that's any help.
