Dear teacher,

Mr. Kerry, who said in the final presidential debate last week that such programs "invite disaster," said from Wilkes Barre, Pa., today that the existing Social Security system would support the burden of the Baby Boom, with the repeal of the president's tax cut to the wealthiest Americans.

Q : The meaning of Kerry's comment is that the existing Social Security system could support the burden of the Baby Boom, by repealing the president's tax cut to the wealthiest Americans. Isn't it?

I would say that it means 'IF the tax cut is repealed...'. 'With' here means 'on condition of'.
