An omission of a preposition.

Dear teacher,

The decision to set up Class 977, as the new category will be formally called, is a recognition that a swarm of nanoscale inventions is headed the patent office's way.

Q : I think " is headed toward/to the patent..."is correct expression. Is the omission of "to or toward" acceptable?

All the best,

Nothing is missing: "the patent office's way" is an informal adverbial objective (NP with adverbial function) meaning 'toward/in the direction of the patent office'.
