In brief the article is about the colonel who is a head of a district police department. A few days ago he got drunken in a local cafe and then became aggressive. According to witnesses he shouted at the cafe staff and customers and threatened to arrest all of them. Finally he urinated right in the center of the cafe. You can see his conduct on the video.
It is expected by a lot of people who commented the article on the site that due to his high position in the city police he will avoid any punishment.
