Housing

From the viewpoint of the concept of the word "Housing", Does it include apartments?

Here is an example:

It's widely believed that housing in Boston is affordable; _____, one-bedroom apartments can cost up to $2,000 a month.

1) in contrast
2) on the contrary
3) in comparison
4) in addition

I'm sure the right answer is 2), because of "widely believed", semi-colon, and the conceptual range of housing that includes "apartments".

Is my answer and explanation correct?

The answer is 2 and housing does include apartments.
