Is "on Sixth Avenue" restrictive in 1? Does it imply that there are more than one Tony's Restaurants in the city? (Maybe it is a franchise.)

Is "on Sixth Avenue" nonrestrictive in 2? Does 2 imply that there is only one Tony's Restaurant in the city?

Strictly speaking, 'yes' to both.

In practice, however, the comma is generally omitted even nonrestrictively in the case of such simple, short prepositional phrases, especially where it is expected that the addressee's knowledge or common sense is likely to preclude any serious ambiguity.
