time clause

1-I told him to clean his room when he came back from France.

Does "when he came back from France" necessarily modify "to clean his room" or could it modify "I told him"? Is the sentence ambiguous?

Would a comma before "when" change anything?

Yes, it is ambiguous and no, the comma would not help.
