I am preparing a review lesson of phrases that incorporate ...what to... and ...how to... Other than giving examples I can't think of a way to show the students a clear distinction of these phrases grammatically. They can both be followed by myriad verbs and can be used in different ways. They work in both statements and questions. Anyone have any suggestions on how to (no pun intended) explain the rule on these or how to show how they are different/distinct? Thanks.
