It means your succesful marketing strategies for your product in Europe may not be any good in Japan.Because Japanese consumers' buying behaviour is not the same as Europeans e.g Japanese pay attention on design,colour and packaging more than Europeans.

As simply as I can put it and keep the meaning...

What works = (something that is successful)
in one market = (in a place or situation)
simply doesn't necessarily = (might or might not)
work in another(market) = (be successful in a different place or situation)

Something that is successful in one place or situation, might or might not be successful in a different place or situation.

That's my take on it... hope that helps
