Dear Sheeta,

Your question really isn't up to debate. The bottom line is that the morpheme "un-" goes with Latin based terms while the morpheme "in-" always goes with words of Greek origin. "Practice" is of Greek origin.

Phonetically, before a bilabial sound, / n / assimilates to [ m ] .
