Can anyone help me with this:
I know that I have been to England is correct, but what about
I have been in England?
Does the preposition IN men that I am still in England?
Or are both prepositions correct and mean that I have spent some time in my life in England?

I think it's like this:

I've been to England BEFORE. (you've been there but you're not anymore)
I've been in England SINCE 1989. (and you're still there)

Dear Mac,

thank you very much. Today I have talked to my friend who spent some time in the UK and she told me that the English use both of these expressions as synonyms.So, both I have been to Paris and I have ben in Paris mean that I have been there some time in my life but not necessarily now.

"What countries have you visited?" "I've been to England, France etc."

"Where have you been all this time?" "I've been in England"

The first implies movement, the second is about spending time in a fixed place. It may or may not imply that you are still there (it depends where the conversation is taking place).
