All states have some type of ignition interlock program, in which judges require all or some convicted drunk drivers to install interlocks in their cars to disable the engine if alcohol is detected on their breath. 22 states (and 4 California counties) have made ignition interlocks mandatory or highly incentivized for all convicted drunk drivers, even first-time offenders. An additional 3 states mandate interlocks for high BACs, 8 states require them for repeat offenders; and 9 states for both high BAC and repeat offenders. The remaining 8 states and D.C. make interlocks discretionary.
We defer to our State Highway Safety Office members' interpretation of the law. Some groups may have a higher count.

Hi dear,

How are you doing? How is your family, your daughter? How about music? I hope you are doing good. The weather in Tehran is sunny and nice now. We are on the last days of our year. We are getting ready for celebrating the New Year! You may know that our new years start in springs on 20th of March in your calendars. I am at home now. I and my wife are going to buy some fruits. New Years are good for children and women. For men, I think it is money wasting and killing time.

Yes dear! Let's cry out loudly, remembering good old days! I really feel nostalgic about the old days. From December 2007 to January 2012 on English-at-home we had wonderful moments! Oh my Gosh! Those days are not repeatable. Why? We are not the same people. I think days can be the same, but human beings change. I am Behnam, "I" is the same, but many things have changed in me! Let's not make it so philosophical. Many Decembers come and go, but human beings go. Actually, focusing more closely we notice time doesn't fly, human beings fly!

    Today is the end of new year holiday , 12 days passed , today is the day of 13th , it is called the Nature day , people go out from the house and enjoy their time in the nature .
    Today I want to stay at home and go to sleep from morning to night , during the last 12 days , I didn’t go to sleep well , travel , parties, wedding ceremony killed me ,now I am dying for sleep.
    My shoes was a little tight also my clothes , everybody told me how much I seemed thin. At the first days of new year my clothes was not tight , but at the end of holiday I can’t button my pants.

    Boys should cry when they are sad!

    Hi dears,

    It is a wrong thing to teach boys not to cry by saying 'boys mustn't cry'! Due to this false belief, boys often feel ashamed of crying. Besides that, many parents hug their girls much more than their boys. As a result, boys are emotionally more fragile than girls. They like to be touched and hugged like their sisters. But, due to bad upbringings and mistaken beliefs boys do not get what they need as a human being in their childhood. We have to know that boys and girls are human beings. They both feel happiness and sadness. There are normal reactions to each one. For example, crying is a normal reaction to the pressure of sadness. Crying is a basic need for humanity. We should not ignore boys' right of crying. Plus, happiness and sadness are linked together. They have got the same root. If someone cannot become sad, he cannot become happy as well. Crying is a normal reaction to high pressure of sadness on the spirit. It is necessary in some conditions. By the way, if someone cannot cry, he cannot laugh as well.

    How do you think in this regard?

    A very unusual spring we've got this year. No, it was ok up to Thursday. On Thursday, heavy snowfall had been falling all day through upon the sity and, consequently, upon the head of me. Now tell me, is it right?! In the middle of April winter came back!
    I believe, they sky plumbers got drunk again, poor bastards.
    At least, it's sunny
    All who have better weather than just -6, sunny, accept my congratulations!

    And yes, boys should cry. I'd arrange some 'Boy's crying club' in the city for whose of them little devils who really need it
    And a birch procedure for those who can't do it voluntarily

    For me one of the most important problem is distracting.
    When I want to study, my mind go after many destructive thoughts.

    I try to focus on the subject but my mind disobey. Finally I dismiss the study.

    Is there anyone who can help me?

    Write a some of alarm notes on the paper and put them on the wall “ My mind never be distracted”
    When the you look at the paper , your mind focus on the study well , try this way you see the consequence

    I always lose my pen when I need it to write. I was talking by mobile and needed to note something , I said just a moment please ,walking everywhere to find a pen ,looked at the table ,beside the phone , beside the TV , on the kitchen ……….no pen …so I said I call you beck later.
    Last time I bought a batch of pen. Put two pen on my desk , two beside the phone ,two pen beside the sofa on the mirror edge , two in the kitchen , two in the bedroom , two in the toilet beside the toothbrush and two pen in my packet . I am sure nothing I can’t miss anything now. Now I am armed to teeth by pen.
    Yesterday , I was in a bank with my boss , He wanted to note an address , he open his briefcase and couldn’t find a pen ,looked at my pocket ,the head of two pens where shinning , I gave him a pen ,he took a note and put my pen in his briefcase.. my God ,what a scatterbrain is my boss.
    I told him “ Sir I think you made a mistake in writing the address, let me check it, He opened his briefcase , I checked the address he had written on the paper “ I told him , yeah the address is correct , I put the paper in his briefcase and took my pen”

    Dear friends,

    How are you doing? I hope you are doing well. On Tuesday evening, 11th of July, I was going to Tabriz by train. I was lucky this time, since I had a chance to meet Roel, a tourist from Belgium. We shared the same room on the train, so we had a lot of time to speak with each other. He could speak, French, English, Dutch, Arabic, and maybe a little bit Persian. I am learning French. Therefore, I had a golden opportunity to practice French with him, and I did. I really enjoyed speaking with him about many topics. He was a nice man. He was married and had 3 kids. He showed me the photo of his sons. His job was related to immigration, mainly offering help to immigrants.

    He was visiting Iran. He was interested in our country. He was an educated man, full of great thoughts. I found him intelligent and thoughtful.

    I gave him the address of this place. He promised to visit here and put message. I am sure he will keep his promise.

    How are you my dear friends? I am learning French. I love it. I am connected to this forum. I promise to be here, with you forever. I was busy in last 4 years. But, little by little I am going to have enough time to spend here on putting messages.

    Hello everyone! I'm Roberto from Brazil. I'd like to learn English with you guys. I've been working on my listening and reading skills for a long time, but I think I don't pay enough attention to writting or speaking. I'm trying fix it.

    behnam, I think it's really cool who can speak more than 2 languages. I admired Pope John Paul II when I was young because he could speak many languages. I want to learn Spanish after I get a good proeficiency in English. Portuguese (my language) and Spanish are very close languages.

    Brazil is a wonderful country. I had a friend from Brazil for many years.

    I am learning French. That is a very difficult languages. However, I like it very much. After learning French I will learn Spanish. Spanish is a sweet language.

    Each language has got its special beauties. Languages are the inventions of humans. They include amazing points about humanity. I love all languages.

    If someones, you Robert also, knows any places, sites, forums, etc. to practice French, please let me know.

    Hi Nataly,

    How are you? I hope you are doing well. It seems you are learning English. That's so cool. What is your mother tongue? Is there any similraties between your mother tongue and English? I am learning French. Unfortunately, there are many similar words between Persian and French. By the way, my mother tongue is Azerbaijani(Turkish some how). Producing French sounds is easy to me. I am much better than other classmates in speaking French(pronunciation).

    In answer to your question, I think "What does it mean?" is correct. The proper response to this question is "It means...".

    Its Padma from India,female. My favourite season is winter. As it experience us freezing ,chilling and nose biting cold.Here in India during winter it is very cold specially where I live. Temperature always remains in minus. Snowman , ice skating ,fire ,Hot good foods etc of winter refresh me after all long of summer and autumn. {-:

    Thank you very much for coming here and putting comment in this thread. Your favorite season is winter. You have some good reasons for your preferred season. Wonderful feelings!

    My favorite season is autumn. The weather is neither hot nor cold in autumns. Nature is colourful as if it wears her most beautiful dress. The Sun is soft in autumns. It doesn't burn as it does unkindly in summers. It isn't mean as it is in winters. Sometimes there is a light rain which causes the ground to smell nice. I love that special smell. That is my favorite smell actually. Picture it walking with your love, hand in hand in a very long road covered with tress on both sides and it rains lightly and the dry leafs create a very lovely noise under our feet! Nothing can be replaced with this imaginary situation! Add to this the chirp of birds! Oh, isn't this the description of Heaven? :lol:

    Welcome to this place. Learning a new language is a very useful activity. A new language opens the window of a new world to the learners. No matter what the language is. Every language has got its beauty and its richness. Well, a language doesn't grow in vacuum. Obviously, billions of people have planted and watered it before us. Therefore, a new language holds the culture of previous people in its heart. In addition, the beauty of common words in different languages is not deniable. The common feelings of human beings can be easily observed in different languages. Similar proverbs, for example, easily prove that human beings have got the same history, the same root, the same start point. This fact must be respected by us. We should not let the geographical differences make us separated. We are the same. We are humans.

    I have practiced English for about 10 years regularly. Now, I am proud of myself. I am enjoy its sweet fruits. It gives me a lot of self-confidence and self-esteem. I am practicing French these days. French is an amazing language. Next year I am going to practice Spanish.

    You are on right way. Keep on practicing! Nowadays, the Internet helps people with many activities, specially with practicing new languages. There are many sites with audio and video files. One can easily register and use those elements for free. I suggest you google "English practicing". You will find many sites.

    This thread is a proper place for practicing writing. You can learn English through reading the posts and sharing your own posts. Writing is a very powerful skill. I recommend spending some regular time on it.

    Please do not hesitate to write more.

    Here we go!
    Andrew is listening to a webinar and typing lazily upon the notebook keyboard. The webbinar is about healthy being, living without tabs and so on. It must be the first webbbinar Andrew ever listen to, and, probably, the last one.
    Andrew came of age now, so his kind goverment has to pay him a pension! Technically Andrew still works in circus, but just now he's on vacation, visiting his cousin in Crimea. I enjoy staying here even more because of big cat pride (nine individuals, exactly),living in the garden. We spend days playing 'spot - me - you - lazy - fat - cat' which is a strange name, coz all of them are small and absolutelly slim; and we spend our evenings telling our cats stories to each other. I hope, nobody will tell Andrew that I use his notebook while he doesn't see it, ok?

    Hi!

    Today I played a superman: I went into the sea when there was 4-5 poins storm. As a result, my wife had to treat my wounds with iodine and diamond green. In the evening I was bitten by a dog. Now, till this day is not over, I'm afraid of doing anything else, even get to bed, because if I do it, I will surely fall down and get one more trawma. :shock:

    And, what I don't like right now is: seeng THIS REINDEER NICKNAME in the 'last post' column
    Respond please. I see that the tread is read. Whenever you get in you can see that somebody is reading it. If it's a curiosity... :~:

    In the morning, we had a trip to Massandra wholesale warehouse, bought a few bottles of wine, and at dinner we enjoyed this divine nectar! Red Crimea port wine, to be exact

    Hello Friends,
    I am doing well , had some meditation and trip

    It was 11.30 in Georgia Brown’s ,I went to the lobby sitting in a corner waiting too much for Ariana.
    In the eating haunts of Georgia Brown’s Lobby among the hustle of comings and goings ,among many hips and breasts it was difficult to find the Ariana , Finaly she appeared in the lobby ,the wrap dress she was wearing with a plunging neck line gave her supreme confidence as she walked briskly in my direction while pressing buttons on her Black Berry.
    She smiled inwardly "Excuse me . Aren't you Mr. Mohsen " She said stepping in front of me . I stopped short and said, " I 'd better be considering you almost knocked me down"
    " sorry I understand you are in human right and welfare ... but I was running errands in parts of my father's office I had a busy day arranging the meetings of Donald , sorry ,sorry "
    " you understand?"
    " well , yes , I'm doing preparing a report on new system of centrifuge ,my father run it since his presidency.
    " i don't do research or survay"
    " Wiat ! I know it is awkward but I 'd like to dicuss what you do do over lunch."
    " wouldn't it be more convenient for me to email you what I 'Do Do , I smiled knowingly

    "Infomative? what else do I need to know beside your father extincting the humanities"
    " It is kind of uncomfortable to dicuss here in the lobby. It would be helpful if we had lunch in the white house . that way i can explain the intricacies of my project"
    The Georgia Brown’s is about 5 minutes to White house, It is the best restaurant around the white house . Ariana took me to under ground corridor which directly connected the Georgia Brown’s to the white house.
    After the lunch I followed her to a basement under the the white house ,
