Can you say "Arcane Bureaucracies"?

Hi all,

Does the term 'arcane bureaucracy' sound okay to you?

I'm trying to define bureaucracies that are not transparent, ambiguous, opaque. For instance, rules can change easily according to the individual. If the person has financial or social power, different rules may apply to them, etc.

I'm just not sure if the word 'arcane' provides this meaning?

I'd be grateful for your comments.
