Phrase that drives me mad

Hi Guys!
New one here.
Greeting you all.
I will go straight to my problem.
I just stood upon one phrase which is confusing and drives me mad.
"because a mistake can be very pricey with chargebacks that are issues clients may have"
I'm not sure if I correctly understand it.
I believe this phrase means that issues are the results of chargebacks?
Because customers have issues, they ask for chargebacks. Am I understand it correctly?
What are your thoughts about it?

I think that the chargebacks ARE the issues. But it all depends. Who are the clients? I suspect that the clients are yours, and they have their own clients - who create the chargebacks. Hard to say without proper context. Could you provide the full context? At least the full sentence, and preferably the paragraph. Nobody can make a sensible judgement based on a few random words :twisted:
